At the IOC Congress in Los Angeles 1984 the eight Countries of Europe with less than one million inhabitants (Andorra, Cyprus, Iceland, Liechtenstein, Luxembourg, Malta, Monaco and San Marino) decided to set up the  Games of the Small States of Europe.  Since 1985 these Games have taken place every two years and were followed by the establishment of what is now SCA, the Small Countries Association.  New FIVB Affiliates later that decade from Gibraltar, Greenland, Faroe Islands, Ireland, Northern Ireland, Scotland and Wales were admitted.

An administrative office is based in Edinburgh hosted by Scottish Volleyball for the 15 Federations and services mailings and social platforms.

The organisation of Championships at Senior and Junior levels for men and women in Volleyball and Beach Volleyball are the primary tasks the volunteers of the SCA have been handling. Sharing information and encouraging development in Schools and communities with camps and seminars have been undertaken also.   The Senior and Junior Volleyball Championships for men and women national teams take place every second year; Beach Volleyball championships for senior men and women have continued to grow in popularity over the past decade.
